The usual objection to resurfacing a car park is not the cost, it is the disruption. Closing a car park for a week is not an option for most businesses.
Phase the work
Splitting the car park into sections and working through them keeps part of the site open throughout. It takes a little longer overall than doing it in one hit, but the business keeps trading.
Work outside trading hours
Where the site suits it, evening and weekend working means the car park is back in use each morning. It is worth asking about, especially for retail and hospitality.
Fix the drainage while the surface is up
If water ponds in the same spot every winter, resurfacing on its own will not cure it. The falls or the gully are the problem, and the moment to deal with that is while the surface is off, not two years later.
Do not forget the markings
Faded bays cost you usable spaces. Fresh, accurate marking, including hatching and disabled bays, is the part visitors actually notice.
